I am not sure whether to use sample standard deviation or population standard deviation??

good question.
it's not clear from the problem statement.
you're left to guessing which is the right one.
a suervy could have been sent to all the insurance companies, or just a subset of all the insurance companies.
assuming your population is the insurance companies that were surveyed, then use the population standard deviation.
it's 50-50, but i would go with that.

    where the numbers are a sample of a much larger population.
