A histogram will not be useful in determining percentiles.... And that is a process you can do yourself with a little effort.
Determining percentiles with a list of numbers for each of the 50 states will be easy -- each percentile represents 2 states. So, for example, the 80th percentile represents 40 states, so the 80th percentile is the number that is 40th from the bottom of the list. Or, if you want to be technical, the 80th percentile is the number halfway between the 40th and 41st numbers from the bottom.
