a. There is a 4 day gap between refills (simply 17/190=0.0895)
b. There is at least a four day gap between refills. Don't understand this part.

At least 4 days means 4 or more; in this example, 4, 5, or 6.  So
(17+6+1)/190
Convert to whatever form you need.
