P(B): 0.44
P(AandB):0.23
Outside the circles: 0.17
I'm just not sure how to approach this problem, it seems quite simple but I can't get it. Like would It be 0.61?

Your post is incorrect :   it describes a situation which  NEVER  may happen.

It is because  P(A) = 0.16  in your post is  LESS  than   P(A and B) = 0.23.
