pool balls are numbered 1 through 15.
you pull one ball out of the bunch.
in order for that number to be less than 4, the number can only be 1, 2, or 3.
the probability of getting a ball numbered 1 through 3 is 3/15 = 1/5.

It does not matter that the box is wooden.
What is IMPORTANT, is that the 15 balls are numbered from 1 to 15.
