Look at the relative frequencies
There are 60 such diameters
for diameter 12.0 there are 5, for a relative frequency of 5/60. That is the probability for diameter 12.
Similarly,
for 13.0 the RF is 11/60
for 14.0 the RF is 24.60 or 0.4
for 20.0 the RF is 15/60 or 0.25
for 25.0 the RF is 5/60
The relative frequencies add up to 1, and they must.
