since the mean is less than 30, she could not reject the null hypothesis because the mean is not greater than 30.
she should, however, recommend another test to determine if the mean is less than 30.
an alternate test would be to determine if the mean is 30.
that test would look at the high end and the low end to see if the test criteria was met.
