After reading your post, it is unclear to me whether the post is completed or interrupted (since where is no question in it).
But if to assume, that it is completed, then, as your question is posed (although, actually, it is not posed), the answer is five given numbers in the post.

. . . if somebody decided to do something, it DOES NOT means that he (or she) really will do it . . .
. . . if somebody is planning to do something, it DOES NOT means that he (or she) really will do it . . .
and so on . . .
When in Math problems, the author mixed these conceptions, it makes bad impression about the problem (and about the author).
