The instructions "discuss the suggestion that...." are vague....

The mean height of the eight selected students is well OVER 68 inches, so the suggestion that the mean height of (all of) the students is less than 68 is not well founded.

However, the sample size is small; if the "universal" student population is 10 students, then it is highly unlikely that the mean height of all of them will be less than 68 inches.

But if the "universal" student population is millions or even hundreds, the sample size is too small to make any suggestion about the mean height.
