Choice A is false because in the upper left corner, for instance, we have 0 when it should be -6.

Choice B is false because the resulting matrix should be the same size as the original matrix. The resulting matrix must be 2x2.

Choice C is true. You have the correct answer. Each value in this resulting matrix is the result of multiplying the scalar 3 by each entry in the original matrix. It seems like your teacher made a typo.

Choice D is false. It is possible to multiply a scalar with a matrix, as explained above in choice C. One name for this is "scalar matrix multiplication" (in contrast to "matrix multiplication" which refers to multiplying two or more matrices together).
