Terribly unclear....
(1) We can guess what "highest" means in this problem; but it is not our responsibility to so that. Are the highest sales reps the ones who live/work at the highest elevation? Are they the ones with the highest level of illegal drugs in their blood? etc., etc.
(2) Regardless of the meaning of "highest", we can't determine a cutoff point if we don't have any data....
