While I do not 100% agree with the answer, the best option is 21.5%. Since it was observed that 1 out of 5 owned a bike, that's 20%. The margin of error would be added and subtracted to determine a confidence interval. We would be confident (at whatever level was used) that the actual percentage is between 18.5% and 21.5% but I wouldn't necessarily say that 21.5% is the absolute maximum.
