The odds IN FAVOR of an outcome are the ratio of the "good" outcomes to the other outcomes.

The odds AGAINST an outcome are the ratio of the other outcomes to the "good" outcomes.

In this example, the probability is .10, which is 1/10, or 1 out of 10. That means there is 1 good outcome and 9 others in every 10 tries.

So the odds against a direct hit by the hurricane are 9:1.
