Probably wanted in decimal form, which is usually the case for percentages. One adds the interval to the point estimate (the number on the left) for the right side of the interval and one subtracts the interval from the point estimate to get the left side of the interval. If you add both sides of the interval and divide by 2, you should get back the original point estimate.
