It's a function of the 2 areas.
Bullseye area = 4pi sq inches
Total area = 100pi sq inches
--> 4/100 = 1/25

Not a good problem.
The probability is actually dependent on how the dart (or whatever) is thrown.
And, it could land anywhere, not necessarily on the target at all.
People who don't know what they're talking about should not write math books.
