I don't understand I thought I was just suppose to subtract 40 from the total 100 and get 60 but it says its wrong. Any help is much appreciated.

close but not quite
A mutually exclusive pair of events are complements to each other. For example: If the desired outcome is heads on a flipped coin, the complement is tails. Complement rule. The Complement Rule states that the sum of the probabilities of an event and its complement must equal 1, or for the event A, P(A) + P(A') = 1
Mr greenestamps, your solution is wrong.
Neither 60+40=1 nor 60% + 40% =1
.6+.4=1
The correct answer based on the definition of the complement rule must be .6 to complement .4
Quit your constant degradation of tutors responses. If you want to add your two cent solutions, do so but without insulting the volunteer tutors.

What if the complementary event is SNOW ?

The formulated problem IS NOT ACTUALLY a Math problem.
In Math problem, if it is formulated correctly, it is CLEAR from the formulation
(or it MUST BE CLEAR from the formulation) what is the space of events.
In this problem it is not clear.
Therefore, it is not a Math problem.

Wow! Neither of those first two responses was much help!
By any reasonable interpretation of "complementary event" when talking about probabilities, the complementary event for "rain" is "no rain".
So if the problem says the probability of rain is 40%, then the probability of no rain is 100%-40% = 60%.
So "60 should be the right answer, as long as you wrote it as "60%" and not as just "60".
