When the wheel is spun, a ball rolls along the outer edge of the wheel until it falls into one of the numbered slots. What is the probability that the ball lands on an even number or a black number?

It is even for half and black for half and double counted for a quarter.
Therefore, it is (18+18-9)/28=27/38. There are 38 possibilities, so the denominator has to be 38 or the fraction 19/38 which can't happen with this question.
