If we assume that the probability normally is 50%, then no, because the point estimate, which is at the center of the CI, is 50%. Actually, it is a little less.
The CI is 0.50 +/- 2.576* sqrt { (0.5)(0.5)/610}; sqrt term is 0.0202
CI is 0.50+/- 0.0521, or (0.45,0.55)
Because the confidence interval contains probabilities less than 50%, we can't conclude that the method appears to be effective.
