alpha = 0.1
alpha/2 = 0.05 there fore 1.645 or -1.645 and 9,14 falls in the rejection region there for Reject the Null hypothesis

Comment:: You must have a sample mean somewhere in your problem.
Does the sample mean fall in the 90% confidence interval??
