The word "outcome" means after work is all finished, not during the painting.
We conclude therefore that order of painting rooms does not count.
We can take this problem as a 7-step experiment, where the number of possible outcomes is (#outcome for each room)^7.
For example, if each room could be painted in one of 3 colours, then there are
3^7=2187 ways.
You can work out similarly the number of ways for only two choices of colour in each room.
