(a) No, it is not negative binomial,
(b) For the experiment to have a negative binomial distribution, one should be asking about the probability that the 5th head will turn up in the 15th throw, unlike the hypothesis wherein the five heads might appear anywhere in the 15 flips. (This means the 4 heads must be distributed in the 14 flips, while the 5th head turns up in the 15th flip.)
