There can be many solutions to this class of problems where no rule dictates.
As long as all four lines (or column, or otherwise) satisfy the same rule that we invent, the answer should be deemed among the correct ones.
I suggest others to provide other answers.
My solution goes along the following lines:
3(5+1)=18
4(7+2)=36
5(6+3)=45
therefore
2(3+1)=8
