This is a difference of squares, since 4, x^2 and 49 are all perfect squares
Take the square root of this and make the second term of the first positive and the second term of the other negative.
(2x+7) (2x-7) ANSWER
Foil it out
4x^2 -14x + 14x -49
4x^2=49.
