The possible rational roots of this polynomial are all the possible ratios, positive and negative, we can form using a factor of 33 (1, 3, 11 or 33) on top over a factor of 9 (1, 3 or 9):

+1/3, +3/3, +11/3, +33/3,
+1/9, +3/9, +11/9, +33/9
which reduce to:
