 P = 2L + 2W = 20/3

0r    L + W = 10/3

Question states***

      |Multiplying thru by 3x so as all denominators = 1

    3x^2 + 3 = 10x

   3x^2 - 10x + 3 = 0

factoring

  (3x - 1)(x - 3) = 0

  x = 1/3 m  0r  x = 3m

Dimensions are:  1/3 m  by 3m
