simplify:
48(v^9)(y^5) / 18(v^4)(y^3)
move (v^4) & (y^3) to the numerator, and changing sign of their exponent.
=48(v^9)(y^5)(v^-4)(y^-3)/18
=48(v^5)(y^2)/18
=8(v^5)(y^2)/3
