right off I see 3 is a factor.
9m^3+30m-24
3*(3m^3+10m-8)
Do you really mean 9m^3?
If you did then we are done.
If you meant 9m^2
then 3m^2+10m-8=
(m+4)*(3m-2)

Write out the prime factorization of each of the terms:
The fewest number of times that 2 appears as a factor is 0, so there are 0 factors of 2 in the GCF
The fewest number of times that 3 appears as a factor is 1, so there is 1 factor of 3 in the GCF
Fewest 5s are zero and fewest
s are zero, so the GCF is 3.
