I multiplied 8 by 2 and divided by 4 which gave me 4. I then added exponent 8 to exponent 4 and subtracted exponent8. The answer I got was 4 x 10^4. Apparently this is wrong. I would like to know the correct way of doing this problem.

The way you wrote the problem, I can't tell whether you meant:
\left(2\,\times\,10^4\right)}{4\,\times\,10^8)
Which does indeed simplify to:
