There is a common factor of 3 in the numerator and the denominator.
= (9x^3-21x^2-35x-9)/(3x+1)

Divide numerator and denominator by 3 to get
-1/3)....9....-21....-35....-9
..........9.....-24....-27...|..0
-----

Quotient: 9x^2-24x-27
Remainder = 0

Divide the quotient by 3 to get:
= 3x^2-8x-9
