The term prevents it from being a polynomial because polynomials must have exponents that are whole numbers over each variable.

It's the square root term with a variable underneath.

that prevents it from being a polynomial.

A polynomial can have only terms with WHOLE NUMBER powers of VARIABLES, 
and no VARIABLES under root radicals or in denominators.  It is OK to have
CONSTANTS under radicals, or CONSTANTS under root radicals, just
not VARIABLES.
