I tried setting it up with descending variables, but can't get it to work.
-3x^2y-9xy^2+27=
-3y(x^2+3xy-9)=
-3y (x ) (x ) there aren't 2 numbers that multiply to make negative 9 and add to make a positive 3.

You did nothing wrong.  The final answer is -3y(x² + 3xy - 9)
Not all trinomials are factorable (using integers).  It is
important that students recognize the ones that are not factorable
and not try to factor them.  So leave the answer as:

-3y(x² + 3xy - 9)

Some students, not you of course, would try to factor it and
think the answer would be .
