Not only was the xy part wrong which should have been 
but also the 2x part was wrong because it should have been 

 8x^2y+3xy-6x-2 divided by 3x^2



Write as the sum of four fractions by putting each term in the
numerator over the denominator:

 +  -  - 

Cancel the x²'s in the first fraction, leaving 
Cancel the 3's, and subtract the exponents of x in the second fraction, 
leaving 
Divide 6 by 3 and subtract exponents of x in the third leaving 
Leave the last fraction as it is:

 +  -  - 

I'm guessing that you missed it because you skipped the intermediate 
step and went immediately to the final answer.

When the larger power is on the bottom, you subtract exponents and place
the result on the bottom, not on the top.
