The goal is to simplify the expression.
Once you factor both the numerator and the denominator separately, you can see what to cancel (thereby simplifying); i.e., what factors they have in common.
1. (3*6)/(4*6) --> 3/4
2. (7*r*s*s)/(3*7*r*r*s) [3 pairs of things cancel].
3. (3*(y-1))/((y+1)*(y-1)) [a pair of identical polynomials can cancel too].
