0/0 is undefined which mean it has no limit.

0/0 could be any number

Example:
0/0 = 8
Why?
Cross-multiply and you get 0 = 0*8, which is true.
---
But 0/0 = 7 is also true
Why?
Cross-multiply and you get 0 = 0*7, which is true.
---
So you see 0/0 could be any number.
Therefore it is said to be undefined.

The phrase "find any numbers for which the rational expression is undefined" means literally what is says. In most cases, you would find cases where you get some nonzero number divide by zero (e.g. set the denominator equal to zero). However, 0/0 is not undefined, it is said to be indeterminate because it could equal anything, hence the word "indeterminate."
