9x+3 < 14.
Is this a true statement
 9x+3 < 14

Add -3 to both sides

   9x < 11

    x < 11/9

    x < 

It's true when x represents a number less than .
It's false when x represents a number which is  or greater.

So sometimes it's true and sometimes it's false.  It all depends
on what number the variable x happens to be representing.
