Unfortunately, the problem you gave does not simplify at all.
(2x^2 - 3x - 9) / (2x^2 + 3x - 9) factors into
[(2x + 3)(x - 3) / (2x - 3)(x + 3)]
but that's as far as you can go. Nothing cancels.
