3 less than twice x means (2x-3)
2 more than the quantity 3 times x means (3x+2)

The problem calls for the PRODUCT of these quantities, so write
(2x-3)(3x+2)

If you want this expanded or multiplied out, it use the FOIL method (see my lesson plan by this title)
