descending order is nothing but the order from bigger to smaller.
the given polynomial is
-11x+5x^3-12x^6+x^8
first arrange the polynomial in such a way that the powers are from bigger to smaller.
therefore,
x^8-12x^6+5x^3-11x.
the highest power of the polynomial is 8 AND it is degree of the polynomial.
