3a to the negative 5th power b to the 2nd power DIVIDED by 12a to the 3rd power and b to the 4th power . The entire problem is in parent.raised to the 0 power.

(Anything)^0 = 1 provided that something is not zero (itself!)
[(0)^0 is not defined]
(3a^-5 b^2)0

(12a^3 b^-4)
= 1/[12a^3/b^4] {using the rule [m^(-n) = 1/m^n] }
= 1 divided by [12a^3/b^4]
= 1 multiplied by [b^4/12a^3] (when the division sign is replaced by the multiplication symbol the fraction that comes after the division symbol is reciprocated that the fraction that comes after the division symbol is replaced by [1/that fraction] )
= (b^4)/(12a^3)
Note: The entire problem put in paranthesis and raised to power zero is not the given thing. Only the nr is raised to power zero.
