It looks like a factoring problem.

Think of two numbers whose product is 6*7 = 42 and whose sum is -23.
---
The numbers are -21 and -2
---
Rewrite the problem:
6x^2 - 21xy - 2xy + 7y^2
---
3x(2x-7y) - y(2x-7y)
---
(2x-7y)(3x-y)
