The first term has 0 factors of 7 and 3 factors of b.

The second term has 1 factor of 7 and 2 factors of b.

The term that has the least factors of 7 is the first term which has 0 factors of 7, therefore there are 0 factors of 7 in the GCF.

The term that has the least factors of b is the second term which has 2 factors of b, therefore there are 2 factors of b in the GCF.

There are no other factors to consider, therefore the GCF is
