Factor this and we have
(x-3)(2x+1) = 0
but the inequality will be
x > 3
and
2x < 1

More apparent if you graph it
note that it is greater than 0 below -.5 and above +3

You can see if you substitute x=+1, or x=+2, the inequality will not be true
