There is a problem with the way you stated your question. Did he spend 2/5 of the money he started with on the new shirt, or 2/5 of the money he had left after he bought the shoes?
If it is the first way:
\ +\ \frac{2}{5}\left(\frac{7}{7}\right)\ =\ \frac{15}{35}\ +\ \frac{14}{35}\ =\ \frac{29}{35})
If it is the second way:
\left(\frac{2}{5}\right)\ =\ \frac{3}{7}\left(\frac{5}{5}\right)\ +\ \left(\frac{4}{7}\right)\left(\frac{2}{5}\right))
