Easier to see if you group it like this:
9xy - 18y - 2x + 4

Factor out 9y and you have
9y(x - 2) - 2x + 4
:
factor out -2
9y(x - 2) - 2(x - 2)
:
Factor out (x - 2) leaving:
(x - 2) (9y - 2)
