Separate the problem into 4/2 * x^2/x^9 so that it's easier/clearer to simplify.
4/2 = 2
x^2/x^9 = 1/x^7 -since the x's to powers are being divided, 4 x's (the x^2 on the top, and two of the powers of x on the bottom) will cancel out.
Put the equation back together: 2 * 1/x^7, or 2/x^7
