This is a proportion and to solve proportions you just cross multiply. Doing so we get:
x+3/x-1 = x+2/x-3
(x+3)(x-3) = (x-1)(x+2)
Now we F.O.I.L. these out and solve.
(x+3)(x-3) = (x-1)(x+2)
x^2 - 9 = x^2 + x - 2
0 = x^2 - x^2 + x -2 + 9
0 = x + 7
x = -7
Plugging in we see that this is the solution.
