Just look at:
4x^2+28x
Factor out the 4:
4(x^2+7x)
4(x^2+7x+__)
Fill in blank by taking half of 7 and then square it:
4(x^2+7x+ 49/4)
4(x + 7/2)^2
.
Therefore c = 49
