A sample of 124 firecrackers contained 9 duds. How many duds would you expect in a sample of 1488 firecrackers? What steps do I need to take in order to find the answer and how do I set this problem up?

Set up a proportion.
duds/sample as duds/sample
------------------------------
Let "x" be the number of duds in 1488 firecrackers.
x/1488 = 9/124
x = (9/124)*1488
x = 100
