When you don't use parentheses your problem can be interpreted two ways:
--------
1st Way:
(2/3)x = 24
2x = 72
x = 36
------------
2nd Way:
2/(3x) = 24
1/(3x) = 12
3x = 1/12
x = 1/36
--------------
