As worded, printed and presented in the post, this problem is incomplete
and has NO sufficient information to be solved.
This problem in exactly the same formulation was posted to the forum several years ago under this link

and I answered precisely in the same terms.
From the problem, you may conclude that the uniform width of the frame is 4/2 = 2 inches
and that the length of the frame, if pull out it in a straight line, is 80/2 = 40 inches.
But it is NOT ENOUGH to find the dimensions of the photo (of a rectangle).
As presented in the post, the problem is DEFECTIVE and can not be solved.
